DAR-Handbook
The DAR-Handbook describes the basic regulations for accreditation within the DAR, which were issued up to 31.12.2009.
A modification of the documents is not necessary.

Starting point of the German accreditation policy is the "Global Approach to Certification and Testing" issued by the Commission
of the European Communities and aiming at the establishment of confidence in testing and certification in the Member States of the European Economic
Area as well as describing conditions for mutual recognition of certificates of conformity both in the mandatory and the voluntary areas.
The German accreditation system proceeds from the following principles:
| 1. | The almost centenary experience of the German industry, authorities and German institutions in recognising testing bodies, laboratories, inspection associations and certification bodies should be used for establishing the German Accreditation System. |
| 2. | With its accreditations the German accreditation system particularly aims at:
 | increasing and confirming quality and technical competence of German laboratories and certification bodies and thereby |
 | ensuring competitiveness and recognition of German products on European and international markets. |

| 3. | The mutual recognition of test results and certificates in Europe shall be achieved by a very close cooperation of technical experts in national and international committees in specific fields. |
According to EC Directives there is the requirement in the mandatory area to have conformity assessment procedures for testing
laboratories, certification or inspection bodies notified by the Federal Government to the EU-Commission.
In Germany those bodies shall meet the requirements set out in the EN 45000 / EN ISO/IEC 17000 standards series.
Responsibility for recognition or accreditation lies in the corresponding Federal or State Authority or in an accreditation
body authorised by that Authority.
In consequence of the market requirements, accreditations are also performed in the voluntary area. The German industry
therefore established corresponding accreditation bodies for testing laboratories, inspection bodies and certification bodies.
In the field of calibration, the German Calibration Service (DKD) operates as a joint project of State and industry.
