The DAR Handbook describes basic rules for accreditations granted within the DAR till 31 December 2009.
Changes to the DAR Handbook will no longer be made.

Handbook of DAR - 3. Definitions

General technical terms and their definitions are applied in accordance with the EN ISO/IEC 17000 standard.

In addition, the DAR defines further technical terms as follows:

Mandatory (legally regulated) area
  As regards accreditation, certification and testing, those areas are considered legally regulated, in which regulations are laid down in laws.
These are accreditations performed on the basis of notification procedures as well as accreditations, certifications, tests and procedures described with similar terms and included in non-harmonised laws.
Voluntary (legally non-regulated) area
  As regards accreditation, certification and testing, also those areas are considered legally non-regulated in which EC-regulations or national regulations do not exist and all activities are regulated by contract on a voluntary basis.
Notified body
  Neutral body, the competence of which to perform conformity assessment procedures according to EC-Directives is confirmed by the national government and notified to the European Commission and the Member States for specific testing, certification or inspection tasks on the basis of EC-Directives
(If the notified bodies are able to demonstrate the conformity with criteria set out in EN 45000/EN ISO/IEC 17000 standards series, e. g. by accreditation, it is then assumed that they also fulfil the criteria of the Directive.)
Assessment modules
  Elements of an assessment procedure to accredit testing laboratories, certification or inspection bodies
Assessor
  Person who has technical knowledge in specific technical fields (e. g. in the field of Quality Management) and who carries out some or all functions related to laboratory assessment
Lead assessor
  Assessor who takes the overall responsibility for the assessment, coordinates the assessment, leads the assessment team and who has - in addition to his technical knowledge - sufficient experience in accreditation requirements and techniques
Technical expert
  Person who has special technical knowledge and who is included in the assessment - additionally to the assessors - after instruction as well as with a clearly defined task
Assessors of certification bodies for products
  (Additional criteria for the assessment of non-accredited laboratories):
"Assessors who carry out the assessment of non-accredited laboratories by order of a certification body shall have entire relevant knowledge of assessment technique at least on the basis of the training module B."
